In an effort to combat illegal land allocation in Chinsali district, the local authority has established a Land Administration Ad-hoc Committee to conduct thorough land audits.
The committee’s investigations have uncovered illegal land acquisition and allocations in the district.
According to the committee’s findings, Mr. Chanda Mwila Mbao, a former Chinsali Municipal Council employee allegedly allocated a total number of 20 plots – comprising 13 residential and 7 commercial plots to unsuspecting members of the public.
The Council has since resolved to report Mr. Chanda Mbao to law enforcement authorities, as such illegalities constitute a criminal offense. This came to light during the 1st Ordinary Council meeting held on 12th December 2025.
During adoption of the report, Chinsali Mayor, Ms. Lucy Mukuka, expressed her disappointment over the illegal allocation of plots and stated that she would ensure all individuals involved are held accountable.
“I advise all Chinsali residents to acquire plots from the Council and obtain receipts to avoid land illegality,” she stated.
She underscored the obligation of Management to adhere to the guidelines given in Land Administration Circular No. 1 of 1985, which designates Local Authorities as agents of the Ministry of Lands and Natural Resources.
Therefore, the public is advised to exercise caution when acquiring land and to verify ownership thoroughly.
In an effort to ensure that members of the general pubic are safeguarded, the council has since created a lands complaints desk to allow members of the public to lodge complaints and ensure the speedy resolution of all land-related issues.
Furthermore, the public is encouraged to submit their plot documentation to the council for verification. All individuals who acquired plots but don’t have official papers from the Council are advised to visit the local authority and regularize their plot acquisition, ensuring the plots are minuted and supported by a council resolution for plot allocation. It is essential to note that authentic plot documentation facilitates the acquisition of title.
